Master degree in Economics, Procurement or Business Management, MBA would be a plus
5 to 8 years procurement experience in a highly regulated industry
Experienced in the design and delivered of a category sourcing strategy
Proven track record of managing international cross-functional projects
Successful implementation of transformational initiatives including change management
Evidences of design and implementation of compelling business cases including qualitative and financial impact assessment.
Evidences of proficient communication and influence at senior level in a complex matrix international organization
Ability to nurture a complex network of internal and external stakeholders in an international environment
Good People Management, both downward and upward
Fluent in French & English
Contingent Workers (CWs) is a high spend category (GBP 220 mGBP)
An outsourced platform has been implemented in Belgium in 2013 to support the day-to-day operations and complete lifecycle of the CWs population –from recruitment, onboarding to off boarding and reporting/market intelligence. This platform is currently being expanded to other sites in the Vaccines network.
Building on mature procurement processes, the job incumbent will create and implement a vision to bring the CWs category to the next level –Partnering with senior leaders of GSK to drive more value from this key source of talents while continuously mitigating risks.
Consultancy is a lower spend category (ranging from 1 to 10 mGBP annually depending on the strategic agenda of GSK); however highly visible to senior management for the added value it can bring. The job incumbent will support the Vaccines organization in getting the best value for money from consulting companies, in close connection with other Procurement team
Assume global accountability for the CWs category, managing operations in Belgium and a network of buyers on Manufacturing and R&D sites around the globe
Partner with senior leaders in the company (Vaccines Executive Team level) to bring the CWs category at the agenda and drive the strategic discussion to increase value, control, and reduce risks
Align strategies, processes, rules, tools and systems across all sites in the Vaccines network. In particular, expand the outsourced platform implemented in Belgium to other sites
Drive value and intelligence from the outsourced provider responsible for the management of day-to-day operations. Align the strategy of this platform at global level.
Partner with other Procurement teams to leverage the global size of GSK, share strategies, cross-fertilize on best practices, manage common suppliers, and drive more supplier consolidation
Manage 1 direct report and indirectly an outsourced platform
Partner with the relevant internal and external stakeholders to develop suitable sourcing strategies in different skill sets –Engineering, Quality, R&D, IT, Finance, Procurement,…-- to increase customer satisfaction, reduce time to fill, generate savings, and simplify the vendor base.
